Implementation of the agreement by all Member States will be evaluated every five years, with the first evaluation in 2023. The result will be used as an input for new national contributions from Member States. [30] The inventory will not be national contributions/achievements, but a collective analysis of what has been achieved and what remains to be done. At the 2011 UN Climate Change Conference, the Durban Platform (and the ad hoc working group on the Durban Platform for Enhanced Action) were created to negotiate a legal instrument to mitigate climate change from 2020. The resulting agreement is expected to be adopted in 2015. [62] The Paris Agreement is an agreement under the United Nations Framework Convention on Climate Change (UNFCCC) that deals with the reduction, adaptation and financing of greenhouse gas emissions from 2020. The agreement aims to address the threat of global climate change by keeping global temperatures well below 2 degrees Celsius above pre-industrial levels this century and to continue efforts to further limit the temperature increase to 1.5 degrees Celsius. [1] Countries are also working to reach “the global peak in greenhouse gas emissions” as soon as possible. The agreement has been described as an incentive and engine for the sale of fossil fuels. [13] [14] The Paris Agreement is the world`s first comprehensive climate agreement.

[15] The Paris Agreement has a bottom-up structure, unlike most international environmental treaties that are “top down,” characterized by internationally defined standards and objectives and must be implemented by states. [32] Unlike its predecessor, the Kyoto Protocol, which sets legal commitment targets, the Paris Agreement, which focuses on consensual training, allows for voluntary and national objectives. [33] Specific climate targets are therefore politically promoted and not legally binding. Only the processes governing reporting and revision of these objectives are imposed by international law. This structure is particularly noteworthy for the United States – in the absence of legal mitigation or funding objectives, the agreement is seen as an “executive agreement, not a treaty.”
